But there is still a lot of asbestos in buildings, products and the environment.<\/h4>\n\n\n\n<p><strong>The United States government does not consider asbestos as hazardous waste.&nbsp;<\/strong><\/p>\n\n\n\n<p>However, the federal Environmental Protection Agency and its state-level counterparts limit <a href=\"https:\/\/www.epa.gov\/sites\/default\/files\/documents\/2003pt763_0.pdf\">where, when, and how commercial enterprises can dispose of asbestos<\/a>. While requirements change across state borders, the E.P.A. broadly recommends that asbestos products be processed only by authorized landfills.&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns background_pampas is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column p-4 mx-3 is-layout-flow wp-block-column-is-layout-flow\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h2 class=\"wp-block-heading\" id=\"h-what-is-asbestos-and-why-is-it-dangerous\">What is asbestos and why is it dangerous?<\/h2>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>Asbestos is a term used to describe <a href=\"https:\/\/www.asbestosclaims.law\/asbestos-learning-center\/types-of-asbestos\">six different types<\/a> of naturally occurring minerals.&nbsp;<\/p>\n\n\n\n<p>Since asbestos is inherently strong, resilient, and heat-resistant, it was once a mainstay of global industry. However, asbestos production only skyrocketed in the United States between the late 19<sup>th<\/sup> and 20<sup>th<\/sup> centuries.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Asbestos and asbestos-containing products were used in thousands of products, and most buildings constructed before the 1980s.<\/h3>\n\n\n\n<p>As urbanization\u2019s abundance of economic opportunities drove millions of Americans from the countryside into the city, manufacturers saw asbestos as an inexpensive means to meet growing demand for affordable housing. Up until the late 1970s, American manufacturers incorporated asbestos into <a href=\"https:\/\/www.asbestosclaims.law\/sources-of-asbestos-exposure\/asbestos-products\/\">a variety of products<\/a>, from automotive parts to vinyl floor tiles and roof shingles.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Asbestos is an ongoing public health hazard.<\/h3>\n\n\n\n<p>Despite its documented dangers, asbestos was not <a href=\"https:\/\/www.epa.gov\/asbestos\/asbestos-ban-and-phase-out-federal-register-notices\">banned in the United States<\/a> until 1989.&nbsp;<\/p>\n\n\n\n<p>We know today that asbestos is an incredibly dangerous substance, <a href=\"https:\/\/www.asbestosclaims.law\/asbestos-symptoms-and-treatment\/asbestos-injuries\/malignant-injuries\/\">capable of causing severe respiratory distress and disease<\/a>, up to and including cancer.<\/p>\n\n\n\n<p>However, asbestos is not inherently dangerous. When asbestos is left undisturbed\u2014underneath the ground, or trapped behind walls\u2014it poses little risk to human health. But when asbestos is broken down into tiny, microscopic pieces, it can disperse and dissipate into the air.&nbsp;<\/p>\n\n\n\n<section class=\"boxtextnew\" style=\"border: 1px solid #000;\">\n    <div class=\"row p-5\">\n        <div class=\"col-md-12\">\n            <table>\n                <tbody>\n                    <tr>\n                        <td>\n                            <h3>&#8220;The overall evidence suggests there is no safe level of asbestos exposure.\u201d<\/h3>\n                            <p>Source: <a href=\"https:\/\/www.cancer.gov\/about-cancer\/causes-prevention\/risk\/substances\/asbestos\/asbestos-fact-sheet\" target=\"_blank\" rel=\"noopener\">National Cancer Institute\n<\/a> (NIH)<sup>1<\/sup><\/p>\n                        <\/td>\n                    <\/tr>\n                <\/tbody>\n            <\/table>\n        <\/div>\n    <\/div>\n<\/section>\n\n\n\n<h3 class=\"wp-block-heading\">Crumbled asbestos is generally known as \u201cfriable\u201d asbestos. Friable asbestos is easily inhaled.&nbsp;<\/h3>\n\n\n\n<p>Unfortunately, friable asbestos is among the mineral\u2019s most common\u2014and most dangerous\u2014forms.&nbsp;<\/p>\n\n\n\n<p>If friable asbestos is inhaled, its fibers can enter the lungs. Over time, asbestos fibers can accumulate inside, causing severe scarring and significant inflammation. Asbestos fibers can even infiltrate other parts of the body, including:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The pleural tissue which surrounds the lungs and encases the inner chest;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The heart;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The abdomen;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The ovaries; and<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The testicles.&nbsp;<\/li><\/ul>\n\n\n\n<div class=\"wp-block-columns align_center is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column sign-mobile text-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:15%\">\n<p class=\"fs_200 color_red\">!<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p><strong>If you may have been exposed to asbestos, speak with your healthcare provider about tests and screening to help detect the presence of asbestos fibers and <\/strong><a href=\"https:\/\/www.asbestosclaims.law\/asbestos-injuries\"><strong>asbestos-related damage<\/strong><\/a><strong>.<\/strong><\/p>\n<\/div>\n<\/div>\n\n\n\n<p>Since asbestos is so resilient, the body often struggles to \u201cclean\u201d fibers from affected tissue. The immune system\u2019s inability to eradicate asbestos can lead to long-term damage, which could take the form of:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Asbestosis<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Pleural effusions&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Chronic obstructive pulmonary disease&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.asbestosclaims.law\/asbestos-symptoms-and-treatment\/asbestos-injuries\/malignant-injuries\/\">Mesothelioma and other cancers<\/a>&nbsp;<\/li><\/ul>\n\n\n\n<p>Experts estimate that anywhere between <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/CRPT-106hrpt782\/html\/CRPT-106hrpt782.htm\">27 million<\/a> and <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/CHRG-107shrg88289\/html\/CHRG-107shrg88289.htm\">105 million<\/a> Americans have been or continue to be exposed to asbestos.&nbsp;<\/p>\n\n\n\n<section class=\"boxtextnew\" style=\"border: 1px solid #000;\">\n    <div class=\"row p-5\">\n        <div class=\"col-md-12\">\n            <table>\n                <tbody>\n                    <tr>\n                        <td>\n                            <h3>\u201cGenerally, those who develop asbestos-related diseases show no signs of illness for a long time after exposure.\u201d<\/h3>\n                            <p>Source: <a href=\"https:\/\/www.cancer.gov\/about-cancer\/causes-prevention\/risk\/substances\/asbestos\/asbestos-fact-sheet\" target=\"_blank\" rel=\"noopener\">National Cancer Institute\n<\/a> (NIH)<sup>2<\/sup><\/p>\n                        <\/td>\n                    <\/tr>\n                <\/tbody>\n            <\/table>\n        <\/div>\n    <\/div>\n<\/section>\n\n\n\n<p><\/p>\n\n\n\n<p>While the rates of serious asbestos-related disease, such as mesothelioma, have decreased since the E.P.A.\u2019s 1989 ban on most asbestos products, asbestos illnesses still claim about <a href=\"https:\/\/www.asbestos.com\/asbestos\/statistics-facts\/\">39,000 lives<\/a> each and every year.<\/p>\n\n\n\n<p>Since asbestos still constitutes a critical threat to public health, the federal government has set regulations on how, when, and where asbestos materials can be <a href=\"https:\/\/www.asbestosclaims.law\/asbestos-blog\/is-it-illegal-to-bury-asbestos\/\">disposed<\/a>.&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1430\" height=\"510\" src=\"https:\/\/www.asbestosclaims.law\/wp-content\/uploads\/2022\/09\/Image-Landfills-article-body-2.jpg\" alt=\"\" class=\"wp-image-11253\" srcset=\"https:\/\/www.asbestosclaims.law\/wp-content\/uploads\/2022\/09\/Image-Landfills-article-body-2.jpg 1430w, https:\/\/www.asbestosclaims.law\/wp-content\/uploads\/2022\/09\/Image-Landfills-article-body-2-540x193.jpg 540w, https:\/\/www.asbestosclaims.law\/wp-content\/uploads\/2022\/09\/Image-Landfills-article-body-2-768x274.jpg 768w, https:\/\/www.asbestosclaims.law\/wp-content\/uploads\/2022\/09\/Image-Landfills-article-body-2-18x6.jpg 18w\" sizes=\"(max-width: 1430px) 100vw, 1430px\" \/><\/figure>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column p-4 mx-3 is-layout-flow wp-block-column-is-layout-flow\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h2 class=\"wp-block-heading\" id=\"h-asbestos-removal-laws\">Asbestos Removal Laws&nbsp;&nbsp;<\/h2>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>The Environmental Protection Agency began restricting the import, manufacture, and use of asbestos-containing materials, or ACMs, in the late 1970s.&nbsp;<\/p>\n\n\n\n<p>While the federal government has <a href=\"https:\/\/dtsc.ca.gov\/managing-asbestos-waste-fact-sheet\/\">yet to recognize asbestos as a toxic waste<\/a>, employers and private businesses must still comply with the National Emissions Standards for Hazardous Air Pollutants (NESHAP).&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Standards for Hazardous Air Pollutants<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.epa.gov\/asbestos\/overview-asbestos-national-emission-standards-hazardous-air-pollutants-neshap#asb\">NESHAP<\/a> broadly instructs commercial enterprises to adhere to the Clean Water Act, which:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Specifies safe work practices for asbestos, to be followed during the demolition and renovation of most large structures;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Requires that companies notify regulatory officials of any demolition or renovation work affecting an asbestos-contaminated building or site; and&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Seeks to regulate and limit potential emissions of <a href=\"https:\/\/www.asbestosclaims.law\/asbestos-blog\/why-is-asbestos-air-quality-testing-so-critical\/\">airborne asbestos<\/a>.&nbsp;<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">NESHAP\u2019s Asbestos Disposal Rules&nbsp;<\/h3>\n\n\n\n<p>Although NESHAP has some exceptions, it typically requires that any positively identified asbestos-containing materials be:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Isolated prior to disposal;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Wetted and sealed inside a labeled, leak-tight container; and&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Transported to <a href=\"https:\/\/nepis.epa.gov\/Exe\/ZyNET.exe\/000001EP.txt?ZyActionD=ZyDocument&amp;Client=EPA&amp;Index=1991%20Thru%201994&amp;Docs=&amp;Query=&amp;Time=&amp;EndTime=&amp;SearchMethod=1&amp;TocRestrict=n&amp;Toc=&amp;TocEntry=&amp;QField=&amp;QFieldYear=&amp;QFieldMonth=&amp;QFieldDay=&amp;UseQField=&amp;IntQFieldOp=0&amp;ExtQFieldOp=0&amp;XmlQuery=&amp;File=D%3A%5CZYFILES%5CINDEX%20DATA%5C91THRU94%5CTXT%5C00000002%5C000001EP.txt&amp;User=ANONYMOUS&amp;Password=anonymous&amp;SortMethod=h%7C-&amp;MaximumDocuments=1&amp;FuzzyDegree=0&amp;ImageQuality=r75g8\/r75g8\/x150y150g16\/i425&amp;Display=hpfr&amp;DefSeekPage=x&amp;SearchBack=ZyActionL&amp;Back=ZyActionS&amp;BackDesc=Results%20page&amp;MaximumPages=1&amp;ZyEntry=5\">a landfill authorized to process asbestos waste<\/a><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Active and Inactive Asbestos Landfill Expectations<\/h3>\n\n\n\n<p>The federal government classifies asbestos-containing landfills as <a href=\"https:\/\/www.fedcenter.gov\/assistance\/facilitytour\/landfills\/asbestos\/\">\u201cactive\u201d or \u201cinactive.\u201d<\/a>&nbsp;<\/p>\n\n\n\n<p>All active asbestos-containing landfills must be free from visible asbestos emissions.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">If there are any detectable emissions, then the landfill must use alternative disposal methods:&nbsp;<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>At the end of each operating day, or once per every 24-hour period, the landfill must cover asbestos waste with at least 15 centimeters of compacted, non-asbestos-containing material; or&nbsp;<\/li><li>Apply a resinous or petroleum-based dust suppression agent to the affected waste.&nbsp;<\/li><\/ul>\n\n\n\n<p>Irrespective of how an authorized asbestos landfill chooses to reduce environmental emissions, any remnant asbestos waste must be covered by either non-asbestos-containing materials or be placed in an area with warning signs and restricted-entry fencing.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Inactive asbestos landfills are subject to similar requirements. An inactive asbestos landfill must:&nbsp;<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Have no visible emissions;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Cover asbestos waste with at least 15 centimeters of compacted non-asbestos-containing material. The process can yield nonhazardous glasses, which can be used to create ceramics and infrastructure aggregates.&nbsp;<\/p>\n\n\n\n<p><strong>Heating asbestos-containing materials with a microwave thermal treatment.&nbsp;<\/strong><\/p>\n\n\n\n<p>The process can yield nonhazardous ceramic bricks or porcelain tiles.&nbsp;<\/p>\n\n\n\n<p><strong>Milling asbestos at high speeds<\/strong><\/p>\n\n\n\n<p>Milling asbestos breaks down the asbestos fibers into nonhazardous and inert minerals.&nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column p-4 mx-3 is-layout-flow wp-block-column-is-layout-flow\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h2 class=\"wp-block-heading\" id=\"h-the-potential-dangers-of-asbestos-landfills\">The Potential Dangers of Asbestos Landfills<\/h2>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>When asbestos landfills comply with federal and state-level regulations, they pose little danger to the public.&nbsp;<\/p>\n\n\n\n<p>However, people living close to an asbestos landfill should be aware that improperly stored or disposed asbestos has the potential to <a href=\"https:\/\/www.asbestos.com\/exposure\/water-supply\/\">contaminate drinking water<\/a>. Heavy rains, severe storms, and other inclement weather events could displace asbestos fibers, forcing them into underground aqueducts or above-ground sources of water.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Current federal regulations require community water services to monitor toxins in the local water supply.
